There is no single date that answers every eCoC project. EU legislation names 5 July 2026; the coordinated operational transition runs until no later than 29 November; national registration rules and the separate UK service determine how individual vehicles are handled. Start with the approval scheme, vehicle category and production date, then confirm the receiving route.
This guide is for vehicle manufacturers, their authorised representatives and homologation teams supplying European and UK markets. It compares the decisions that affect a production programme, rather than treating every date as an interchangeable deadline.
Which official date applies to your vehicles?
| Context | Official milestone | Manufacturer action |
|---|---|---|
| EU legal baseline | 5 July 2026 under Article 37 of Regulation (EU) 2018/858 | Make structured electronic CoC data available to the whole-vehicle approval authority through the applicable route. |
| Coordinated EU transition | No later than 29 November 2026, described by RAR following the 6 May MVWG meeting | Check national implementation; readiness can trigger earlier use. |
| Netherlands | 29 November 2026 for relevant M, N and O vehicles produced on or after that date | Ensure the eCoC is available to RDW; national small series have a separate treatment. |
| Ireland | From 30 November 2026, IVI 2.0 only for the new M and N vehicles covered by Revenue guidance | Prepare signed IVI 2.0 data for EUCARIS retrieval using the VIN. |
| UK VCA | 29 November 2026 for newly manufactured vehicles under the specified GB and UKNI schemes | Use UK IVI and the manufacturer's VCA account; confirm the scheme-specific exemptions. |
Separate the legal baseline from the operating transition
Article 37 sets the manufacturer's electronic-data obligation. RAR explains that Member States agreed an operational transition to reduce administrative disruption while systems and procedures became functional. That distinction matters: an operational accommodation should not be described as an amendment deleting the date from the Regulation.
A supplier's roadmap or an unverified industry message cannot establish a new extension. For the evidence behind current postponement questions, read whether eCoC has been postponed again. Record the authority page and review date used for your own release decision.
Check category and approval scheme before counting days
For the EU context, identify whether the vehicle is within Regulation (EU) 2018/858 and the applicable CoC provisions. Do not transfer its M, N and O timetable automatically to motorcycles or agricultural and forestry vehicles under other frameworks. A trailer manufacturer should examine category O and the actual approval scheme rather than assume that low production volume creates an exemption.
VCA includes GB medium series and UKNI EU small series in its mandatory scope, while GB and UKNI national small series are exempt. These names describe different approval schemes. A commercial description such as small manufacturer does not determine the legal answer.
Production date is different from registration date
VCA expressly bases the obligation on manufacture and does not require retrospective submissions for vehicles built before its mandatory date, even if registration happens later. RDW likewise identifies production date in its table. Revenue's guidance describes procedures for registering new M and N vehicles. Do not substitute one authority's date trigger for another's.
For a stock vehicle near the transition, keep the recorded manufacture date, category, approval scheme, intended registration country and required certificate format together. If one of those facts is uncertain, obtain a vehicle-specific answer from the responsible authority before dispatch.
Choose the delivery route separately from the sales country
EUCARIS permits manufacturer delivery through a national access point of choice, subject to the selected operator's arrangements. A French manufacturer selling into several EU countries does not derive its technical connection solely from the buyer's country. The approval authority and intended market still need the correct data through the exchange process.
UK VCA is a separate system and is not an EUCARIS NAP. A production programme covering both markets needs the right output and submission context for each. Our EU and UK IVI comparison explains the file differences.
Build a release checklist around evidence
- List categories, manufacturing stages, approval schemes and date triggers.
- Record the authoritative source and the operator responsible for the selected route.
- Validate a representative vehicle against the applicable schema and review its approval data.
- Complete the signing or sealing and onboarding requirements for that route.
- Retain the receiving result and test one correction and one delayed response.
Digital CoC connects vehicle records, eCoC creation, validation, signing and manufacturer-specific delivery tracking. Use a manufacturer readiness review to identify unresolved dependencies before the applicable milestone. A finished software installation alone does not prove that a manufacturer's submission has been accepted.
